Linking Steam account for twitch drops

having trouble linking my steam version of eso to my eso account for twitch drops. not sure what the problem is and tried searching web for answers to no avail

ZOS_BilladminOne reason you may be having an issue is because a different account was linked to Twitch before. The thread below goes over how one player was able to resolve their issue.
