Is it? I thought it was in Solitude in Skyrim? I thought Solstheim at the time of TES3:Morrowind was basically just becoming part of the "civilized" world?

No thanks, please keep Sims aspect of game separated from story.Maybe solstheim could be a homestead chapter, where you join a group of nords as they head off to found the Skaal village and you help them build it via the housing system.
So the whole village is like a neighborhood and you help decorate and build structures and such.

There's also that Riverwood White Hen picture. The way Riverwood was recreated so faithfully, even down to the busted cart by the forge. What if they recreated the whole of the remaining area of Skyrim to that level of detail as a kind of homage and a last hurrah for the decade of TES:Skyrim.

dont forget that the imperials have been kinda involved in many of the storylines somehow...so they have always been present... i also think they make better enemies or background factions in elder scrolls game than "center pieces"
