Looks like it, but I really hope if we actually get to go there it's just another dungeon instance and not a quest area with a zone like TG/DB/CWC because it's seriously too soon for more Skyrim. It's not Skyrim online after all

Actually it looks like that whole building was rebuilt, but for some reason nobody thought to move the broken wagon.
Which begs the question, if that wagon was so sturdy as to have not rotted away in the hundreds of years between ESO and Skyrim, how did it get broken in the first place?

You will not see her again because she was not born. ESO taking place 1000 years before Skyrim (947 years exactly).
And the actual (in ESO) context of Skyrim is different from TES V Skyrim. Although there are similarities, Skyrim is actually cut in half : the Western Kingdom (DLC probably) and the Eastern Kingdom (with Jorun and actual Skyrim you can see in game actually).
Western Kingdom is not related to the Pact.

Personally I am okay with them mixing in "recycled" areas once in a while because: 1. nostalgia, 2. it probably helps draw in new players interested in that content specifically. It remains to be seen if Skyrim would have the same pull as the Morrowind chapter did (Vvardenfell) since it is far more recent.

Frankly, if this pet doesn't have the ability to aggro all nearby players if you try to hit it, I will be sorely disappointed.

lol that isnt nearly as "easy" as you think it would be... honestly rebuilding from the ground up would be easier.
