dlc is so expensive here $30 I can't afford that but it's only $10 on steam can I buy that on steam and activate it on non steam version?

Or how about if you linked you steam account to your eso account and buy a key for elsweyr (or any other dlc) and you activated it on eso site (not steam) does that mena that the key will work and you will be able to play on steam? As i know zenimax confirmed this or i was too blind to see what they actually meant.0
