It doesn't take a genius to realize that the center of Elsweyr (The Mane at Torval, capital of Elsweyr) and the center of Black Marsh (The Hist source & Argonian King at Helstrom, capital of Black Marsh) and the center/most interesting place of other provinces will never be fully showed or fleshed out in ESO. I honestly never expected ZeniMax to show these areas. Sometimes the mystery is more fun. Just like with the Dwemer, Akavir/Akaviri, and so on.
ZeniMax Media needs to leave some room on the map left for the single player games' settings for TES VI, VII, and so on, too...

Well you see there might have been an unfortunate incident involving the transportation of volatile substances across the border region between North and South Elsweyr.

Basically unless you like looking at a big hole in the ground and a lot of empty bottles then Central Elsweyr right not be your cup of moon sugar these days.

    Then why release Summerset?
Notice how your entire statement now turned into a defense mechanism similar to a PR response because it just doesn't make sense.

Occam's Razor: They didn't finish it before their pre-set release date and released it separately because you will buy it anyways.

Their market is whales, not players.
Whales inflate the numbers and that allows them to tell you "oh hey, big numbers" thus making you think "if they all buy it I buy it" because of fear of missing out (FOMO).

You already invested time and money into this game which will naturally produce defense mechanisms so you justify it to yourself.
This is all real human psychology used in business today.

I honestly dont think they will give us central elsweyr, ever. The area is too small for anything to happen there, i know ZoS makes us pay for some ridiculous things, but selling THAT seperate would suprise even me.

As to why we wont get it? They obviously dont want us to have fun, as seen by the patch notes. Nothing suprising here.

Oh hush with the cod psychology. And odd theories (they didn’t finish it in time? That’s your best theory?!)

Some of us buy these things because we want to, because we enjoy them, not because of FOMO (far too old to bother with that nonsense).

But am curious - why is it the ‘whales’ is the term used for being rude about players who spend a lot of money in games? Whales on the whole have large brains and aren’t especially dumb or easy to deceive; odd choice. Always wanted to know why.

Isn't that already what Southern Elsweyr is going to be? Small zone, no dungeons or trials?

That makes about... hm... zero sense? If they didn't want to overlap zones with other games they would have left out Vvardenfell entirely, as well as Riften, Windhelm and Cyrodiil. As well as other zones from games I never played.

The only thing that makes zero sense here is your ineptitude and lack of basic common sense in your comment. Lol.
You clearly know nothing about business management, product development, nor marketing.

The ESO Vvardenfell/Morrowind Chapter was released in 2017 for the 15-year anniversary of TES III: Morrowind. Do you think that was purely a coincidence? Lol? No. It was a pure marketing ploy to attract the TES III fanbase to ESO.

TES V: Skyrim's setting, the most recent Elder Scrolls singleplayer game, is barely included in ESO, aside from The Rift and Windhelm. Do you think that is just another coincidence? No. ZeniMax Media designers don't want to dilute the value of 'the snow level' so quickly after just having Skyrim most recently, so only a small area of Skyrim is currently accessible in ESO. Hence, you should expect to see the ESO Skyrim Chapter sometime in 2021, marking the 10-year anniversary of TES V: Skyrim's release in 2011. Marketers and the entertainment industry loves 'anniversaries' and special dates. Trust me. 10 years is the perfect time to re-release Skyrim on ESO. Maybe even 11 years, 2022, since Skyrim was released on 11/11/11.
That was November 11th, 2011, in case you don't know how to read correctly, either. Again, it doesn't take a genius to figure this out, even if you never played the singleplayer games. I never played TES III: Morrowind, yet even I sawwhatZOSdidthere.

Cyrodiil and The Imperial City is literally the central conflict of ESO, most of Cyrodiil from TES IV: Oblivion is already featured and accessible in ESO, aside from the major city of Skingrad, located between Kvatch and Castle Brindle, the city Leyawiin, which is east of Rimmen, and the city Bravil, which is simply inaccessible because it is located right beside the Aldmeri Dominion's faction gates and other reasons.
Bravil is a war-ravaged ghost-town during ESO's timeline. Read up on: The Butcher of Bravil.

Sorry to burst your bubble, but it's worse than you think. There are way more gaps in the map left than it makes you believe upon first glance. Do you know the city of Blacklight? Redoran capital and future capital of all of Morrowind after the Argonians took Mournhold. The city already exists in the Second Era, but it's actual location is blocked by the out of proportion Eastmarch map.
What's behind the eastern mountains of Eastmarch? Certainly not the ocean. Just start up Skyrim and explore the collapsed tunnel leading to Morrowind and read the journal of the dark elf refugees that were killed by the Falmer there. ESO's map certainly doesn't suggest there is anything in that region other than Skuldafn but we are talking about a DLC sized zone being obscured by a bad map.
