if you increase the chance to receive all runes by 3% (or any percent really) the odds remain exactly the same. Rune extraction does in fact provide you no benefit as a perk for enchanting crafting.

I think there is some confusion about wording here. I know what you're saying - if the percentage change applies to all runestones then any increase / decrease is redundant as they will still drop at the same rate.

However, I think the actual logic behind this is that you get a higher yield of runestones per extraction. So you'll ultimately end up with 10% more of ALL runestones, which is useful.

I'm sure someone more articulate than myself can explain better.

This does work. I had spare points on a char I was levelling, so put them into the max passive level. Many glyphs did return hajeiko and kuta runes on deconning. Almost always failed without passives.

What the perk does not do, is increase yields from gathering runes. This is consistent with passives for, say, woodworking. Deconning yields are better - gathering raw mats isn't affected.
