That does not sound like what you were just describing. I used to play wow, and they had a developer there called Ghostcrawler who gave very detailed reason why they buffed and nerfed abilities. He went through each one and made sure that the final dps output was exactly what was needed for each class.
So why is Wheeler NOT running those same dungeons with them? Why was "Lets try to keep PvE dps the same" not a factor?
What we get here is a blanket dps nerf and conversation that seems like it went;
Wheeler; "Dungeon team, can you still run the dungeons?"
Dungeon team; "...Sure... But-"
Wheeler; "Good enough! Moving on!"
And who is on this dungeon team anyway? Are they people who are doing 100k+ dps? Because determining if a high end player can complete a dungeon with a major dps nerf is not really helpful. Yes, the guilds who can clear Vet Sunspire in less then 30 minutes will be fine. What about the rest of us?

They tried to walk it back, but it was pretty clear.
They go on to to say they are focused on the end game group. (Again emphasis mine.)
So, the people that are struggling, the people who can barely clear a dlc dungeon on normal, not their "focus". Can the high end groups still clear content? Then fine.
Sure a dps that is doing 75k going down to 55k (for example) will be fine. They can clear content just as well as they always did.
But that same 26-27% drop will make a struggling 25k dps go below 20k. And that is NOT a factor or focus to the team, and they are ok with it.

This is always such a flimsy-ass argument that still pops up every time.
Yeah, it's for fun. And that's probably why people liked it. But when the game gets changed back and forth at such a breakneck pace and the developers clearly have no clue what they're doing with it anymore, it starts becoming more frustrating than fun. And shocking, but people tend to not like it when things they enjoyed get spoiled.
Belittling the people who dislike a thing as whiny babies is just as unconstructive as bashing it mindlessly.

Personally I think this attempt to reign in the top end dps is mind bogglingly stupid and someone at the top should be kicking some arse at Zenimax, If a few young people buy Ferraris and the go speeding around everywhere, you don't solve the problem buy halving the power of every car on the road. At the end of the day Zenimax is a business and pissing on 90% of your customers to please the other 10% is as I said Mind Bogglingly Stupid.
A hard dps cap would make more sense, dps just stops at 50k or whatever number the devs think is appropriate that way everyone would still feel that they had some small chance of getting to do some endgame content. If the Twenty somethings playing on $10,000 Pc's with lovely green latencies need more of a challenge they could do Vet hardmode content in green overland sets. I however as a 50 year old gamer with a 5 year old PC and a latency that has never dropped below 300 ping and usually sits around 350ms(Yeah thanks for the oceanic server, NOT) find that using a dot build is the only way I can achieve a reasonable dps output as once the dots are on they aren't affected buy latency.
Please Zenimax try to remember the 1% do not pay your wages, its the masses in the middle who pay for eso plus and buy crowns who you should be listening to and most of us are NOT HAPPY.
