Its a DLC it will most likely cost some crowns to buy but if you have ESO+ you will be able to play it without buying it.
Its a new small zone, same kind of scale as Murkmire/Gold coast/Hews bane etc...
They have the conclusion of the Season of the Dragon storyline, and a second zone to hunt Dragons, other than that expect the same sort of stuff that is in the zones I mentioned above.

From the limited time I had to mess around with it, it looked pretty snazzy. So off of first impressions, I'm inclined to say, "yes, it will be worth it," but that's, ultimately, a very personal question no one else can answer for you.
Also, something we were told about, but couldn't see for ourselves, there's actually two chunks of story. There's the zone's story content, and then a second act that is available if you've finished both Dragonhold and Elsweyr. That will wrap up Season of the Dragon. So, if you're a fan of the writing, you should be getting your money's worth.
That said, if you're really not into the single player content at all, and just want more group content, this isn't going to do much for you, (though some of the free improvements launching alongside it should make your life easier.)
Do they usually announce all the details of new DLC’s at once? Maybe they’re holding back some details. Maybe not. I’m waiting and seeing, still holding out hope for a new solo or duo arena.

Well i'm into single player stuff, but quests and overland stuff are just too easy that it just becomes to boring, still havent finished Elswyr story even though I'm a huge RPG single player games fan. ESO just doesnt bring any excitement to story content

Hew’s Bane (Thieve’s Guild DLC) added Maw of Lorkhaj and the Thieve’s Guild skill line
Gold Coast (Dark Brotherhold DLC) added the meat of the justice system, and the Dark Brotherhood skill line.
Dragonhold had better be bringing the performance fixes ZOS promised but I have doubts we’ll get any worthwhile changes.

No. At least, they wouldn't hold something like that back. It'll hit PTS today, so we'll know soon enough if something was held back from the initial announcements, but I wouldn't hold my breath.
