Launcher does not patch, needs to be repaired. Repair does not work, freezes.

I have the issue that I can never just patch ESO. After each patch i have to repair the game. I already have uninstalled the game. I even formatted the HD and reinstalled Windows. Still same issue. Now since the last patch I can't get anything to work. Repair freezes.
Support won't/can't help me. I sending emails since the weekend. The only thing they could get done is to get me access to the forum. Please can someone help me? I have my msinfo as a text file and the test run report from the game options.
