
Not opposed to the idea but have no interest in paying full chapter price, for a zone that just needs a few changes.
Don't think we will ever get spellcrafting, honestly don't think, they would be able to implement it in a way that would still be enjoyable after they try to balance it.
All they have to do is make one extra campaign of Cyrodiil and the Imperial city, with no PVP, no way to earn Alliance point or Tel var and no resource nodes in it, for all the PVE players that want to explore Cyrodiil without bothering with PVP, just get the quests done clear the zones PVE stuff and collect their Skyshards never to return afterwards.
Add that and these threads will stop appearing.
That seems like a lot of ZoS resources to be spent on a DLC that is a rework of an existing DLC to pander to a limited number of players, when that art, story, coding, and development time could be spent on a DLC that everyone could enjoy.
Not to mention it has all the hallmarks of a sales flop: Cyrodiil is base game for everyone; the market for players willing to pay for duplicate content would be very small relative to the market for new, fresh content; and it would be a marketing challenge to convince the press and the investors that publishing duplicate content is a smart revenue move.
All in all, carebear Cyrodiil is bad for business.

One thing. How the heck you would like to explain having PvE Cyrodiil where nobody fights each other, and simultaneously having Alliance War in other instance of Cyrodiil? Multiverse? Because as for now ZOS is trying to have at least all zones pretty consistent.
