You absolutely can't make a black Breton, or anything even close to it. Their darkest skin tone is the same as the Imperial's lightest skin option.
The only two races that can have dark skin are Redguard and Imperial, and Redguard is the only one that gets Sub-Saharan facial features (race isn't just skin colour). There is absolutely an underrepresentation of "black" in TES lore if you want to play a mage.

"You can't create white imperials" // "other folks have white imperials". Well... Either you CAN make white imperials, or those characters are not imperials.
The only other options would be that they use a specific skin that bleaches them, which in general would be fairly easy to spot due to additionnal markings, or vampirism, which is even easier to spot.
So, my question then is how can you be so absolutely sure that those supposedly white imperials you see are truly imperials, if you can't make them ?

That's not black, that's literally a white person with a tan. And try making a Sub-Saharan/West African nose shape on a Breton or Imperial (hint: you can't).
Dark Imperials can pass as East Africans. But that still leaves us with the problem of not being able to play a black mage (neither Redguard nor Imperial are magicka races).

Agreed. I've tried making a black Breton. You simply can't, at the most they will be tanned. I have a tanned Breton, they aren't even close to being black. Your only options are Redguard and Imperial. Like you said the choice is narrower due to facial features.
I prefer making a few characters that look like me. Dark Imperials fit me to the T as far as facial features and skin tone go, but alas they aren't good for magic. My magplar was an imperial for years until I changed her to a dunmer.
I'd be happy if there was an earnable skin pack in game (realistically, it would be on the crown store). With the ridiculous skins currently in game, there's no real argument against having varying skin tones on any race.
