You can't do pledges until level 45 so the only way to gain Undaunted points are the delve dailies from Bogrul. Not sure if it's theoretically possible to do enough of them to max Undaunted before you hit lvl50 but even if it is it would take a year or so...

This, but you need a friendly team of people who clear the trash mobs to minimalize the xp you get. I've seen a lvl26 char in Vivec campaign with lvl9 undaunted passives so mid 20 it is, but don't know how low you can actually go if optimise all you can

You now have a distinct advantage over players who can't afford to buy those skill lines!

you can easily max out psijic, FG and Mages guild before reaching lvl 20. FG even on lvl 3.
And undaunted can also be grinded before lvl 20.
