Dark Exchange, Conversion and Deal

It's probably been brought up before, but I just read something in the Scalebreaker notes that really baffles me:
The abilities listed below now properly use Precise Strikes to scale rather than Elfborn, since they are Stamina abilities.
-Dark Exchange and Dark Conversion

Now, these abilities cost Stamina, but they are not used by Stamina characters. By the same token, Dark Deal costs magicka, but it is not used by Magicka characters. So stamina characters don't get the benefit of the stat they would have buffed (physical crit) and magicka characters don't get the benefit of the stat they would have (spell crit) for the corresponding morphs of Dark Exchange that are actually useful to them.

Does ZOS think that because Dark Conversion costs stamina that it is a useful skill to a stamina character or that Dark Deal, because it costs magicka, is a skill used by magicka characters?

You are assuming that your personal use cases are the same as everyone else's. They are not. Plenty of Mag Sorcs, for example, use the morph that costs magicka so they get a steady supply of stamina return.

Fair enough. But even then wouldn't you rather its critical modifiers scale your highest or do they also enjoy allocating CP to their off stat?

That's a good question, but first I'm trying to figure out when the heal started critting...

I've never noticed that it crits!

Just as many abilities in the game, it should scales off your highest crit chance just like the other change above in the patch notes : Resource agnostic sources of Healing will now use your highest Critical Strike chance, rather than defaulting to your Spell Critical only. Resource agnostic refers to abilities that utilize only your Max Health to scale, or are based off flat values.

It being able to crit is new though I didn’t see that in the p notes. It is a buff to all sorcs regardless but I feel like the scaling on this ability and crit surge was a huge oversight.
