The point of vigor is a HoT so you can damage while staying alive as stam don't have shields or anything else to protect them while they attack, 4 seconds it too small of a window.

That anything else you are looking for is called Dodge Roll or Block and neither of those require of you to sacrifice a bar slot, while simultaneously allowing you to animation cancel with it and reduce the cost via both the CP system and armor traits all of which is not true for a single magicka tool in this game.
Oh and as a nice cherry on top, neither of those 2 are affected by lag!

Stam does have more than vigor to keep them alive. Dodge rolling is one key aspect to survival and they have the stam poll for it, can get cost very low if they spec into it well.
Though not arguing either way about the changes. Just margin that point.

Whoever thinks a shorter duration is helping kill the tank meta it's not if anything it hurts medium more that vigor heal took a nerf and it's duration the duration and heal should be reverted and cost maybe looked at over nerfing it's healing effectiveness

Stamina just wearing medium armor doesn't equal not having a tank meta. The general build plans before v5.1.4 were essentially tanky medium and tanky heavy specs.
