Jabs and bleeds

So my question is why jabs still not proc passive bleeds?
For example nb power extraction do this.
As tooltip says bleeds can be procced by melee damage.
Isn't jabs melee? Or it's just so broken skill that you can't handle it, zos?
Also it makes axes almost useless for jabbers.
I wanna play as bleed jabber, it's fit my roleplay.
When you plan to fix it? I will tag only one conscious guy who may care, cuz other's don't. @ZOS_Gilliam

First tick direct, other 3 as channeled as I know. But it's still melee so it may proc it.

Yes, it is already a dot. We cant give a dot to another dot.

Iirc Bleeds from passive weapons only proc from weapon attacks so Jabs won't ever proc it. That's one of the reasons rapid strike is outperforming jabs right now.
