It's time, ZOS! It's time to either; put up some kind of invisible field around major cities, where people do their daily crafting, a field that would automatically dismiss the pets and prevent the players from summoning their stupid pets until they leave the city again!
OR
Put a timer on the bear and sorc pets! Just like you did with the necro's pets! I'm sick and tired of those jerks, who don't realise or care if they're standing in someone else's way!

NO to the second idea. There are enough abilities that need frequent re-casting, without having to worry about pets too....especially if said pet is used for a main heal.

In my experience:
During the Anniversary Event when everyone and their mother was doing crafting writs, I did mine at Vivec and Alinor, two busy locations.
For those two weeks, every time there was a pet in the way, I took at most 3 steps to the side and could access the station/turn in box.
The NPC that ZOS stuck in the middle of Vivec's turn in boxes was more annoying.
I have yet to have a pet actually block me from accessing a crafting station or quest NPC in a way that I couldn't simply move around a little bit in order to gain access. I don't know if I'm just lucky...but I doubt it.
I'm sure this post has been made many times before and all but ZOS, please! You HAVE to do something about those careless pet sorcs and pet wardens!
Too many times have I gone to a crafting station or a writ drop-off crate only to find someone's stupid, annoying pet bear, winged twilight or clanfear sitting on top of the crate/station, rendering me unable to use it and actually blocking progress!

And it's not enough to politely tell them to kindly remove their pet, because they either don't read the chat, OR THEY DON'T EVEN SPEAK ENGLISH!
You need to do something about this, ZOS! Right now!
You are confusing these forums with the actual game.I'm not sure the person was trying to be ignorant so much as this is an English speaking server as described by the owners in the beginning and that irritated him that they don't comply with his interpretation of what that means. My son is stationed in EU and hates to play on the EU server because of the many different languages makes it difficult to interact with the community. After all, the story of the Tower of Babel has a point. If people can't communicate, they can't accomplish anything or learn to get along.
Failing to understand that there is more than one point of view causes so much trouble and leads to less than savory words and deeds towards others.
Lastly, living in a highly multicultural location has proven to me that some people do in fact pretend not to know a language in order to avoid responsibility for their actions while others don't know the language and/or the culture and don't realize they are being offensive.

This feels like we are trying to legislate manners and consideration; some people just don't care. Look at the duelers in crafting stations like Alinor. Or the people that have to open their inventory or look at maps without stepping away from the questgivers. ZOS has bigger issues to solve atm.

Yeah...I thought that too...Wrong. The other day someone had their bear ontop of the the vendor in Summerset completely. People kept trying to access it as did I. If it had a sweet spot accessible I could not find it. I did run to a vendor inside the crafting area but it was annoying. Try having a little empathy for others rather than yourself and only what you experience.

THEN MAKE SUMMON SHADE PERMINANT!
