It's technically supposed to be a "what if" time travel/dream/memory thing Meridia helped you with so you could see things from your enemies perspective to prepare you for future threats to the world.

Except that explanation kind of falls flat when NPCs from those other alliances recognize you and reference your involvement in those "what if" quests you did, and the next thing you know you're standing in Wayrest after having a chat with Emeric, and a passing Dunmer NPC thanks you for stopping the Covenant in Stonefalls.

So, personally, I avoid doing Cadwell's Silver/Gold on RP questing characters, as well as Thieves Guild/Dark Brotherhood if they aren't actually thieves or assassins.

It's nice that the option is there but the way it's implenented and explained is a little lackluster for storytelling and immersion.
"But fair warning—you will no longer be seen as a great champion. Even familiar faces will see you as a soulless drifter, lost in an unfamiliar land."

So, basically, Meridia's veil doesn't shields your face, it's strips you of your deeds. Not literally, but with traveling in time you're going in time where you wasn't a big hero just yet. So it makes some sense.
The whole point is to stop the leaders from executing you and leaders does not recognise you while in the piece talks.
After that you're a worldwide hero and nobody cares I suppose.

Why do i get a bounty in an alliance that is valid in another?

Killing dominion citizens and soldiers should earn me the title of greatest pact/covenant hero.

no, it should give you the title of war criminal. Killing civilians is a war crime. Also killing soldiers outside a mission or given orders is similar to going rogue, like paramilitary militias or guerilla fighters. Usually conquering armies are only interested in subduing the enemy army and local authorities, because they will need people (civilians) to tax, to put to work, to repair the war damage, or to use in their own army. Mongols used prisoners as cannon fodder. In history, genocides like the ones done by Caesar in Gaul lands, against Carthage in the last Punic war, or emperor Titus' genocide against the Jews, were made because the enemy was considered more trouble than it was worth, usually peoples very resistant to foreign rule which rebelled a lot. But even in case of Carthage, the most vilified people by the Romans, a lot of the population was enslaved, not killed, even though the city was completely destroyed to the ground.

Nobody is forcing you to do DC/ep questlines if you don't want to.

I also personally disliked the whole high elf questline cause I think high elves are basically Tamriel's nazis. (Y'know, the whole "thalmor" thingy)

Bit of a hot take to call an entire race something based on a small group. Sounds almost like what a certain group of WWII supremacists did, actually...

Not to mention that the Thalmor in the era that ESO is set in, is quite different from the one we see is Skyrim.
