There are a lot of PvEers complaining about the Rapids change, and frankly they're right to do so. I am occasionally one of them, preferring to get that unmounted run speed bonus for longer than an 8-second interval, admittedly with the drawback that you can't attack or heal. And I think there's a way to preserve that while maintaining the current skill changes!
Essentially, we keep the 8-second guaranteed speed, and as soon as that drops off you gain a 22-second Major Expedition that follows the old rules where it drops off after a heal or attack. It's a straightforward fix that integrates the needs of both playstyles while changing nothing about the overall balance of the skill.
