Regeneration (Mutagen morph!)

Either it's strange PTS lag, or the 20% proc works in mysterious ways. It won't trigger when you go below 20%, it triggers when it does its heal over time (every 2 seconds) assuming the heal does not bring you back up over 20%.

So you gotta survive a potential 2 seconds after going below 20% for it to work. It also does NOTHING if the heal over time brings you over 20%. I tested it with a buddy of mine. He hit me down to 14%, then we slowly waited for the heal to bring me to 21% - oh, it didn't end up triggering. It seems incredibly weak.

This is not new. It is how Mutagen has always worked, which makes the proc extremely unreliable.

Mutagen is meh, use Rapid regen for stronger HoTs. Kinda too late though, cuz new update makes both morphs meh.

Not triggering when the hot tick brings you above 20% health seems somewhat counterintuitive.
I get why it would be tied to the hot actually healing - might be a bit op otherwise.

In PvP it's exactly the opposite: prior to the 5.1 PTS update, Mutagen and Rapid Regen were essentially worthless for everything other than triggering the Transmutation 5 piece effect. The amount that they healed was just pathetic - it'd pad your scoreboard stats a bit, but nobody was actually going to be saved by them.
