Ok so power extraction had 2 months of being viable but not OP.

It was in line with steel tornado /whirling-blades.

It was hitting almost as hard as surprise attack. Tornado should be lowered to.
I liked the fact and used it over tornado sometimes.

You will be mad to use it an AoE spammable next patch. Back to Surprise Attack it is. Also Power Extraction was a pretty good AoE even prior to the damage buff. My specialized builds will still use it.

It was a terrible AoE before last patch. Low damage, dodgeable. What was that build specialized in exactly?

I like the new change its something also viable for healers role in Dungeon and Trials, even NB tank can use:

Drain Power:
Power Extraction (morph): This morph no longer increases the damage dealt of the attack, but instead reduces the Weapon Damage of enemies hit by 300 Weapon Damage for 8 seconds.

Change is great guys, infact good for PVP and its an AOE and effect multiple players and adds

You need to check some math and may be someone can help here but its not bad and stack with many other damage reduction effects

It works the same as Mending and Weakening, the "weapon damage" portion applies to all mobs' damage.

Mobs do have wep/spell damage set at certain values depends of the mob type. That is why things like mending set or glyph that reduces enemy wep/spell dmg works in PvE.
