24-26K HP is normal for players so your proposed change will make bleed useless against low target health players

I like how they gutted the carve bleed with a 9% nerf on top of the resistance changes but twin slashes gets a 30+ bonus to damage and master's bleed got buffed even more. Twin-slashes will be hitting like an absolute truck on anyone that's not a tank while carve is back to being a useless skill. At least I won't be getting 10k bleed recaps on my fortified brass build anymore..

Did it say if you have to secure the kill or if it procs on hit like how onslaught currently works?
Either way corrosive armor / onslaught is going to give master's bleed absurd damage.
