ESO Logs is not an addon. Data does not upload from ESO. There is a completely separate .exe program you need to download and run that pulls logs from your computer and uploads them to website. I think this is the big sticking point. I doubt Sony or Microsoft want random executable code on their consoles that pull random files off console and sends them to random websites. The whole thing is a bit convoluted and iffy, security-wise, on PC.
This is way riskier than an addon. An addon can really only do what ESO lets it do and what it can do is generally walled in and limited to affecting ESO. An independent executable can do just about anything to your computer. We are kind of just trusting that the people who wrote "ESOLogsUploader.exe" are not doing anything nefarious. I think it makes sense to trust them. If I understand correctly, they are well known in the gaming industry and have written logging software for other games. Nonetheless, what the ESO Logs application can do is out of ZOS' hands in a way that addons are not.
