aaisoaho✭✭✭✭✭I personally enjoy Sheogorath. I find him to be consistent and eccentric, which are the qualities I enjoy seeing.
I do not think Sheo is lazy writing. He has quite a lot of backstory and all the actions he does do have a reasoning. Stealing daedric weapons to spice up the three banners war? He did it because he was bored.
Of course I can understand that his aphorisms etc about cheese and guts gets annoying, but consider this: in english there are many aphorisms referring to cake, tea etc. (cup of tea, piece of cake, cherry on top), those could be found annoying also. The love of cheese is just one broad character-defining tool.2 -

Interesting fact. I read a small interview with Mr Johnson some years ago, where he mentioned that he wasn't even asked to voice Sheogorath in ESO. Not a single word about it. So it wasn't a case of him being preoccupied, disagreement over a contract, not wanting to or somesuch, because he did want to voice him. He just wasn't asked.
