✭It has a different bug now.
Sometimes, when the group has placed several of the Urns, you can only place 2 of the 3 and need to abandon the quest and have it reshared. Even that doesn't fix it sometimes. I had to abandon and have it shared again 4 times in order to get all 3 urns register.1 -

I hear you, brother.
It took a while to get fixed on PC.
(as far as I know, it's still fixed on PC, I've only done it on 3 'toons).
My guess is that the 2 week evaluation period for XboX and PS/4 consoles patch hasn't started yet, because they're still writing the big patch specific to consoles, and trying to cram a lot of bugfixes into it.
The only glimmer until then is that SOMEtimes you actually get credit for killing him anyway, though it's really rare.

Took about 3 kills before I got credit for him the first time, then I got the daily quest to kill him and after 3 or 4 tries still didn't get credit so abandoned that quest and got one that worked instead!

Yes I dropped it and picked it up more than once. The most I can get is 2 urns.

The urns aren't bugged.
I thought they were too, at first. However, when the 3rd arrow "disappears" it means you're in the area where the 3rd urn can be found. Search around a bit and you'll find it
