Gap closer bug when used downslope

When using the werewolf pounce skill at an NPC below me, I travel horizontally out first. Then, the attack "lands" while up in the air (see the dust circle in the picture). Finally I drop down on top of or beside the NPC.This is new as I've ground XP in this area many times over the years. It is 100% reproducible when pouncing from the hill behind where this screenshot was taken.
Occasionally NPCs will use Thunder Thrall fast enough to gap close while I'm in the air. They then get stuck up in the air where I initially "landed."
I'm guessing it's a gap closer issue rather than a WW ability issue because it seems similar to this thread:
