✭✭You’re right. Regardless what is said they are still proc sets.
The difference in the way those proc sets act and what they do is what sets them apart; what makes them more useful.
I didn't make the rules, but all Tamriel has to live by them. This is what we have to work with.
So stats boosting proc sets are good. Flat damage proc sets are not so great. Because...just because. Like they were made to be bad.
If they got made to scale and Crit in PvE but not PvP maybe they could be good? I dont know? Let the math dudes figure that out.0
