Still not sure what player capacity means exactly.
I mean, I get more players can get into game without a queue. You'd think, logically, they'd look at expanding the number of instances to go along with increased capacity too, since more people in game are going to queue for more things, and we'd see less of the "someone declined group" BS. And this isn't just an EU or PC thing, but across all platforms and servers.
But, that would mean the right hand would need to know what the left hand is doing, and I'm guessing that just makes far too much sense for Zos.
I don't recall ever seeing mention of new servers, other than Matt saying that they were planning on doing it I think. All that was said was the servers were being upgraded, something to do with data migration or something. That doesn't necessarily mean moving to more servers, though. Finder has always had problems during high load and now lots of people run random dungeons on their necromancers.

This actually does nothing to address the actual issue of the LFG tool being borked. One of the main problems is getting the 'someone declined' error even after the 'forming group' status has popped up; everyone has to accept their role and stuff before it gets to the 'forming group' stage. No one can decline after that point because they already all had to accept. This happens regularly even with pre-made groups using the LFG tool for random dailies.Eso version of GW2 lfg-fixed.
