Incapacitating Strike: The Silence from this ability can now be CC broken, and cannot be activated on targets who are already affected by a CC effect.
Note that this change is exclusive to Incapacitating Strike, and will not apply to other Silences, such as Negate Magic, since those are area effect-based pulsing durations, versus instantaneous duration-based effects.

^complete and utter garbage! Way to only further drain my stam which I have a limited pool of on on magicka. What is it going to take to get it through the NB team's heads? SINGLE TARGET SILENCE IS TOXIC TO THE GAME

What's the difference between draining your stam pool?
120 ult on live, your stunned, 120 ult on pts your silenced. Both can be CC broken and CC immuned, both cost stam to break.
I don't see how this makes any difference.
If your stunned and don't have stam to cc break, you can't cast magic abilities, if your silenced and can't cc break, you can't cast Magicka abilities.
Same ***, different effect.

Wasn't the fact that you could still move while silenced a big part of the change?
