It was too strong.
Too late to throw out my idea (because I just thought of it)
But personally I'd make it increase the cost of opponents' abilities for 5 sec or so - something like 25%

I guess my comment was super effective.
PS. Your PS is wrong
Silence is a stupid one sided idea. Putting silence on one of the highest single target, and highest survivability, classes is a bad idea. This is a less bad idea than before, but still bad.
If incap didn't hit through roll dodge it wouldn't be as bad. I mean what single target ability hits through roll dodge? wtf?

The changes made to NB this patch still don't really make any coherent sense.

Like, my MagDK will be silenced, but my Stam Warden could care less.

I think I would run my stamblade as I did before and DBOS when I had higher ultimate. Incap only when below 120 as this makes it a really lackluster stun effectively.
At any rate; NBs. Enjoy the mechanics of total dark/Unstable core as a CC.

as long as the skill or thing that you dont like is performing exactly now the way "you" think it should be working then everyone else needs to stop talking about it and adapt.
right?
if anyone disagrees with how it currently works then they should not be allowed to complain, or talk about it?

Nah they're right, doesn't take skill to play hide n go gank. To many of these kids think they're gods or something when it's just impossible to see the unseen. Download Fortnite and go snipe there

This is a double edged sword you're swinging
