Lokkestiiz's Storm Fury - Still Broken in PTS 5.0.3

Currently on PTS in Veteran Sunspire Hardmode - Lokkestiiz's Storm Fury (Wide Sweeping Laser Beam) is broken.

ZoS's own "standardized dot" methodization tells us as much.

When you are hit by an ability that deals direct damage and damage over time.... the damage over time portion of the ability is supposed to start ticking a second later (or however many seconds later the dot tick is depending on the frequency of damage). We've seen this on basically all of the ability reworks.

Using numerous tools including LGM, Death Recap, and ESO Logs... It has been determined, undeniably, that Lokkestiiz's "Storm Fury" is hitting in the exact same tick as "Static" which is the Damage over time component of the ability that ticks every 1.0 second afterwards.

This Direct Damage tick at the same time as the Damage Over Time tick is too much.
This needs to be reworked, so that Static starts ticking 1 second later. Rather than it's currently bugged state, which conflict with DoT standardization.

    Something definitely seems off here, DPS shouldn’t be taking over 30k of instant unavoidable damage through block. I got one-shot through a double damage shield, with no other sources of damage (from adds or overlapping AoE’s). We can survive with Barrier, but I doubt that’s the intended way to handle this mechanic.

    Yeah, Storm Fury deals a wildly inconsistent amount of damage.
    That coupled with the bugged static tick. And we get a lot of deaths.

    If people were having arching bolts or something on their recaps... it would be an easy fix.
    But people aren't overlapping. And people aren't dying to being stacked.

    People are dying to unexplained high hits of Storm Fury, through block. Coupled with the instant damage tick from Static.

    Yeah this mechanic seems off.

    I mean it's possible to get through it with a bunch of mitigation. People are running Barrier + Major Protection (Bolstering/Sleet Storm), making sure Majors/Minors are up, shield, Bone Surge, etc etc.

    That doesn't seem right, though. I keep thinking we're missing something obvious with this mechanic but we haven't had any luck other than stacking a ton of mitigation/shields and blocking. I'm honestly embarassed to even recount the wacky stuff we've tried to avoid the beam damage. Even then, people still die sometimes.

    To add to that, it seems a bit ... opaque. Like, one pass of beam, everyone but one person survives and that one person is insta-gibbed through a Barrier. Next pass, basically everyone dies and a couple of people survive and have 100% health. It's like the damage applied is inconsistent or the application of the immediate DoT damage is inconsistent.

    I have never died with a barrier up.
    But i don't think barrier spam should be required to pass content without deaths.
    That's just poor game design.

    Yeah, we managed to survive by throwing down a CoP and making a loose stack with Barrier and tons of heals going out. Not sure if we'd be able to survive without Barrier.

    We complain about Storm's Fury damage and about having to use barrier in order to not die.

    What do we expect?
    Something is done to Storm's Fury and its damage.

    What will ZoS do?
    Barrier now affects 4 people instead of 6.
