PvP Battle Spirit should reduce block mitigation and/or increase block cost

Half of Cyrodiil is taping their block buttons down (again) and it's only going to get worse if the Incap Silence goes live (it hopefully won't).

This is a CP issue you can't perma block in non CP.......

So again CP would cause yet another Nerf to a core mechanic of the game but CP isn't a problem is it? 😉
