Combat Log System - A Few Questions

Does anyone know if:
  1. The log format is "open" in the sense one may, if they wish to do so, write their own custom utility to parse and summarize a combat log.
  2. The combat log system is headed for eventual support on consoles? Or will it remain a PC only option?

    Technically the log is a normal txt file that can be parsed line by line. If your question is about legal stuff, well, then I don't know.
