it is horrible, and it is one of the reasons i struggle with the idea that devs play the game like we do.
yes, maybe they play, but do they play daily like we do, hours and hours daily or just occasionally?
for us that play often it is these little things that make the game really disturbing.
Okay, fair enough. Now the question is, "why is that thing still a thing?"To all the "why is that even a thing?!" guys.
Remember the groupfinder bug? One that only occurs during prime time and disappears in the late evening when people stop playing? Yep. That's why.
Like it or not, but ZOS can only create limited amount of dungeon instances. So it is fairly logical that they want to clear them out as fast as possible. Once the group has disbanded they are kicked from the instance so a new group can get in. Simple.

It's fairly illogical to not acknowledge the unintended side effects of the timer. ZOS has gotten lots of feedback that it's interrupting the ability to complete content.
If it has to be there, the timer should at least be extended to accommodate NPCs' monologuing. That way people might actually have a chance to turn their quest in.
