Removing the cost to Mark Target

Not to sound like a grumpy old man, which I am, but when they changed Mark Target so that you didn't also get the debuff as well, there were mark target pillars all over the place the first day after the patch. You saw them every where. Ten or fifteen of them was not uncommon. It was aesthetically interesting but like watching a visual fad that eventually burst and slowly went away. I expect we'll see the same thing again.
