Not getting Forgotten Adventurer's Strong Box if tutorial is completed?

I just ran the Elsweyr tutorial and did not get the Forgotten Adventurer's Strong Box. The last quest turn in before exiting the adeptorium gave me a 'star haven adept's hatchet' only. I noticed if I made another character but skipped the tutorial I did get the box as expected.
