There is already no way to stop naked people from walking around. One click can remove all pieces or re-equip them
I understand your point and even made it myself years past for ESO online. However there is no way to stop what you already fear and adding hide armor will not encouage any more of it for the above reason I stated.

All the time. It’s a costume. Also if you want to be naked that’s fine but hiding all your gear with it is ridiculous.
If they wanted to remove shoulders like was shown in a PTS then I could see it happening perhaps.

Also a major selling point is skins are easier to show with more skin exposure. I've never been a fan of getting or buying some of those because you cannot display them without taking off armor. This would change that.
ZOS can help us buy more stuff with this change.

Zos has said they are considering the ability to hide other pieces. However, it is my hope they do not go to silliness some other games have where all armor can be hidden. That is just childish.
