Or alternately give players a way to Opt out of the PvP aspect so you can just go an explore and roam around without having to watch for other players..

I don't think turning pvp off just for yourself is a good idea bc how it would be abused. Either you're in the server taking up space from the actual pvpers or ppl could use it to spy on whats goin on basically. I mean maybe if they can't talk to their own alliance or group with them and stuff but still it would have people clogging up the pvp server with pvp ppl not even able to kill them and get ap off it. so I think having one without pvp would be better imo?
I don't think OP is asking to remove PvP. just a server where PvP is disabled. similar to how we have no-cp or only lvl 50 campaigns etc. They aren't trying ot take it away from you.
it's one of the prettiest zones IMO but harder to enjoy if you can't play with friends bc they are on a differant alliance.

Uh did you miss the obvious.. if your playing with people from the opposing alliances in Cyrodil your vulnerable to each others AoE attacks and any missed swing might hit a "friend"
Kinda defeats the whole purpose of doing PvE content in a PvP zone if your killing your own "friends"
