Uh did you miss the obvious.. if your playing with people from the opposing alliances in Cyrodil your vulnerable to each others AoE attacks and any missed swing might hit a "friend"
Kinda defeats the whole purpose of doing PvE content in a PvP zone if your killing your own "friends"

The OP is suggesting a PVE only cyrodill zone where the town quests can be done seperately from any pvp interference.
I see this as a good idea myself the other thing that should be mentioned though that of course there would be no PVP rewards attainable from this version.
Not suggesting the removal of PVE from them either just an option for those that hate PVP.
I never thought the addition of the town pve quests was a good idea in the first place and knew this would cause friction at some time.
Oh, and yes I would still visit PVP versions as I do enjoy doing PVP occasionally just not that good at it.
