This is hugely disappointing to see.
I haven't received my code, and have logged into PTS several times to confirm that I am blocked from accessing Elsweyr content.
But someone who doesn't even own the game has been given access.
I put in a ticket today asking for access and was told there is nothing they can do.
@ZOS_GinaBruno, why is Eslweyr PTS access not being given to those who own and support the game??!!

That's the first and only time I've played the game, and I was only able to play for about 5 hours (and really enjoyed those).

Have you preordered Elsweyr, or participated in either Summerset or Morrowind Closed Beta?
If not, then its not surprising that you haven recieved a Code.
That ppl who participated in the free Test Event get an invite is somewhat of understandable. Zos would like to get tohose players as their customers, so adding stuff like closed beta PTS access makes kinda sense.

They advised in this news article that everyone who has played over the last year would get a invite email/code https://www.elderscrollsonline.com/en-us/news/post/56099
"If you haven’t tested a Chapter for us before, but have played ESO this last year, you’ll receive (or have already received!) an email invite with the details. Because this is such a large test, invites will be sent out over the next few days, so don’t worry if you don’t immediately get yours."
However, they have left a number of players out, judging from the number of posts I've seen on the forum, including myself.
