Skyshards?

My main has all the skyshards, created a new toon but when going to buy the skyshard pack from store it says 'you have not completed the objective'.
Had the thought well maybe the one with ach needs to buy and you put in bank for alt ...nope.
Can anyone tell me what I am doing wrong as I am missing it completely

Skyshards
There are some instances where you aren't able to purchase unlocked Skyshards from the Crown Store, despite another character having the appropriate achievement. This will be fixed in a future PTS patch.
