There are often lazy, annoying players in major towns mass-whispering other players, begging for gold with sad, sad stories about how hard it is to farm it themselves. If it makes you feel better, you can give them gold. Personally, they're running me out of Ignore slots (100 is just not enough!).

For normal NPCs, check your achievements. Look under Exploration for one called Give to the Poor. There's are special NPCs you can find in most Alliance zones and giving gold to them all will give you the achievement. Before I realized it was for an achievement I was more upset that we didn't have an option to offer them the sharp end of a sword for lying. "Oh? So bandits attacked you which is why you need the gold, only you have no idea which way they went? Yeah, right. Go to Oblivion, you skeeving skeever."

A couple scattered thoughts on this topic:

    1) I've only run across the beggars you can actually give to a couple times. And they sound sketchy as hell. One guy I chose not to give to. Then I learned there's an achievement for giving to them anyway. I hope I can find him and correct that. But it's not for him, the scammer.

Meanwhile, you walk past these people that call out "I'm so hungry," and I'm hauling around hundreds of Sticky Pork and Radish Noodles and millions of gold, and I can't do anything for them.

    2) One of the more hilarious things in the game is how NPC emotes seem to be semi-randomly assigned to the type of NPC. I've seen commoners, soldiers, fisherman, and others I was stealing from walk over to a road and get down in the begging position. They're so confused, poor guys. I don't know if I've seen a noble NPC do this, but if you know of one, tell me where.

So, you stole all their possessions? No wonder they started begging. :D

I guess it would be a nice touch if you could give some coins to the beggars. Maybe it could reduce your bounty a little bit because of their involvement with the Thieves Guild.

Why are there panhandlers/beggars on the streets of the towns if we aren't allowed to help them? In Skyrim I always gave a gold to the beggars and felt good about it. I realize it's a game and they are not real people. But I really hate seeing people sitting on the ground with their hands out and I can't choose to help. I realize that many, if not most, would choose to ignore them. My reasoning is that you put them there for a reason. What reason? To be annoying? To make us feel guilty forcharging 15,000g for one potent nirncrux? Seriously, let us talk to them and help them out. Do a good deed.
you can kill them to stop their suffering. for a while

I don't believe anyone is starving in Tamriel (Skyrim & ESO) and it is a lifestyle choice. I don't give to beggars (orphans excluded).

After all, there is unowned food lying everywhere! Baskets and barrels and bushels of food for the taking.
Plus, community kitchens where you can cook (for free) the goods you have gathered.
And if you don't know how to cook, sometimes you can find free meals just lying on tables.

Tamriel's denizens are fairly enlightened sometimes...when they aren't being bigoted or trying to kill each other!

I like to run across the ones begging or trying to figure out how to light a fire (always makes me laugh, and remember Valley of Horses - um, the book not the movie). The little bit of XP is nice, and it doesn't take much time or gold.

Oh, gosh, now I'm going to be fighting the urge to go reread that book (and inevitably the rest of the series). Thanks a lot!

One thing, why is this considered a good deed?

Why would giving money to a beggar be considered a good deed? Why isn't producing things considered a good deed? This is one thing that i see and think it's quite wrong, we now consider this kind of charity as a good deed, while we do not consider actually producing things as good deeds, i think it has to do with the fact that people feel good about themselves when they give something to other people, but at the end of the day it;'s just to please yourself, to feel good about yourself, if you didn't feel that, you probably wouldn't do that.

These people, i assure you are not good people to be around most of the time, they have all the problems in the word, and 90 % of the time they are in that situation because of the choices they made in their life, if you are poor constantly, then you have done something very wrong in your life, and by giving them money you are enabling them to be just as bad as they are currently.

Giving money to the poor is not a good deed, creating a better world is, new inventions products all done to the betterment of mankind, creating wealth, but most people seem to think that this kind of charity is a good thing, objectively it's not, it's all feeling, it's all about i feel good about this.

    Just a little thought.

When you give money to someone who has problems, you are enabling them to continue doing whatever they are doing, this is not a good thing that should be looked upon.

I know what you mean. People will pay you for collecting plants and sticks and rocks, so it shouldn't be too difficult for any NPC to earn a few coins through honest effort. But it's also hard to fault them, because they might be afraid of wild critters. And even if there are occasionally unowned containers of stuff just lying around in the city, most containers are owned and the poor beggars might have been chased away by angry individuals just for trying to take a peek inside, leaving them totally terrified of getting anywhere near another container.

What gets me are the poor souls in Coldharbor and Clockwork City who can occasionally be seen asking for a way out. I'd like to be able to start a conversation with them and enlighten them as to those funny-looking things called "wayshrines" at which a constant stream of people can be seen appearing and disappearing. But maybe they're like Dr. McCoy, and don't like the idea of their molecules being beamed all over Tamriel.

EDIT: Because I didn't think of it until just now...

(Recoiling in disgust.) "Get away from me, you panhandler!"

(Shaking head earnestly.) "I ain't been handling no pans!"

Yes its a bit weird you can not donate a gold piece to them

Probably intentional to give rise to the very effect we're talking about.

Same with those outside the Wrothgar Inn, freezing in the cold needing a place to sleep

They easily could have added some small buff to our stamina for 30 mins as a thank you from the npc we could be helping..and when offering gold or food, some animation showing the positive effect on the npc could also occur

    Makes you wonder

Well to be fair, the continent-wide war and the invasion of countless demons and hordes of the undead has had the occasional economic impact. I support innovation, but in the war torn post-apocalyptic landscape more is probably required in the short term than introducing a toothbrush with a bent handle. A few gold coins for the needy seems a good deed to me.

I seem to have struck a bit of a nerve talking about the game's beggars. Sorry for disappointing some people who thought I was asking for something myself or writing about players who do. Sorry for triggering people who have really strong beliefs about panhandling in general. Honestly, yes I got a very silly warm feeling giving a fake piece of gold to a fake beggar in a video game (skyrim). In real life I don't give anything to panhandlers.

If they put them in the game we should be allowed to interact with them, IMHO. Killing them is an option but I really don't like killing people who haven't tried to kill me. I wish I could choose to turn off all the random voices in the game that I'm not directly interacting with. Beggars. Guards who rudely yell "what!?!" when you come within a few feet of them. That stupid dog in Daggerfall (yes I know - just do his quest). That unhappy guy in the door of the Alinor crafting area. They are annoying. Let me give the beggar 5 gold so he'll go hide and buy his skooma. Get out on my face! Shut up!

im trying to do the achievement of giving to tamriel beggars for points, and until now i always give 69 coins to a ill kajit lady named BINDABI over at Elsweyr (see photo)

she wanders the street at top right of crafting area, behind Kashraska house where she has her tent and pumpkins crate + sweetroll + bag but she is ill so it doesnt count for my achievement helas

what i like about the chat, is that she tells me she will never forget me and make it up to me one day - so i hope it will bear its fruits for both of us ;)

Dont mention Tribute, Fishing or PVP !!!

Why would giving money to a beggar be considered a good deed?

Because, back in the day, most beggars were either too old to work and/or disabled. If you were poor and able-bodied, you could always be hired for day labour. You go stand in the marketplace, early in the morning, and a rep (probably foreman) would offer you a job for the day, working in a field or farm or whatever, and get paid at the end of the day. There was no social assistance, no EI no one except family to help you out. So, people with limited capability, begged. In game, with free food and stuff anyone can do for gold coins, not sure why there are any beggars.
