If you haven't done the prelogue questline for Elsweyr Don't read this!!

Didn't Abnur Tharn say that we will contain the dragons within Elsweyr and bring them down so they spread throughout Tamriel.
So it's not likely that we will see any dragons outside of Elsweyr. Since I guess we will be able to contain them.

No, leave old areas the way they are.
    1.) Your options suck OP.

2.) Its understandable how a group of Dragons could go unnoticed when its an area that generally doesnt see a lot of non-khajiit (though im wondering what the Imperials obsession is with this region). It is impossible to convince players that this event in Tamriels history could go unnoticed if Dragons were everywhere.

Yes, they should get some form of world boss like the dragons in Elsweyr
I think something that appears only occasionally, but that will be tough enough to linger for a while, would be a positive thing.

However, I think there would need to be some balancing involved here, because as it is many of the tougher foes like the dragons to far too much damage for lower level players to survive.

For example, I've seen the dragons do upward of 50k damage from one pulse of their light fire attack. That's after blocking the initial attack. The subsequent DOT was doing 50k per pulse, unblockable. My lower level character blocked the initial attack, but had no way to survive the DOT.

Still, it would be nice to see some interesting bosses in the zone. Perhaps it could be tied to something going on IN the zone. Imagine if, after 20 Dolmen completions, Molag Bal drops into Nirn himself to kick us around a while. I know that wouldn't work lore-wise, but something like that might be cool. I once suggested something similar for City of Villains, where someone completing certain missions would initiate a zone event that everyone could participate in.

So, do the dragons spawn anywhere in Elsweyr?
Not really, they have quite a few designated possible spawn areas but it certainly is not "anywhere" ...

Good to know, thanks :) Along with the logging thing, I was almost starting to regret my pre-order. That's a huge relief.

I'm aware I should have been more clear to spare people from misinterpretation. I was more referring to the high-hp movable mechanic of the dragons of elsweyr, not the actual creature itself. The creature could be anything like a super-daedra or something.

My apologies for the misunderstanding, as I know dragons specifically would cause many issues with the story timeline.

    Idea
Taking inspiration from the Dragons in the upcoming Elsweyr chapter; what if ZOS implemented Major special event Bosses that moved around the map?
Unlike events akin Dark Anchors and World Bosses, these would be more rare and only one can be active on the map. Think of it as a boss that has been "Unleashed" upon the world. They're Big, Angry, and wander the world map.
When one spawns the player will see a notification that the Boss is now wandering the map.
These Bosses apply only to the following:
-Base Game Zones including Cyrodil and Craglorn
    -Chapter Zones

DLC zones (Orsinium, TG, DB, CWC, MM, etc.) are smaller stories and won't have these massive bosses wandering the map.

NOTES: Gryphons and Daedric Titans would actually fly around the map

Base Game Zones: Daedric Titans, Giant Flesh Colossus
