Necro locked behind the code.

As someone who has purchased Elsweyr for my main platform of choice (xb1) and been on PTS/PC NA server for nearly a year I was annoyed to find out that I'll have to wait for the code ZOS provides before I can even tinker with the Necromancer class.
For live purposes I fully understand that Necromancer is part of that chapter and requires that purchase to obtain it. But surely there is a way to expedite codes to players or to not have the Necro locked on PTS specifically for testing. The class is not under the NDA specifically and I'd expect you want a large amount of data from a range of sources to adjust the Necromancer week on week.
Not sure if a "code generator" could be added to an account page in order to provide players with their "retail code" so that they do not miss out on testing time.
