PTS Bug: Unable to buy Skyshard Packs with new characters

Despite having several characters with all skyshards found, new characters are unable to buy Skyshard Packs because they "have not completed the associated achievement".
Defeats the purpose of having Skyshard Packs when you have to unlock the associated achievement first on the character you want to buy them for. Submitted as a /bug in-game.

ZOS_GinaBrunoCommunity ManagerThere was a known issue added for this after the patch note publish, but there is an issue where they sometimes can’t be purchased despite meeting the requirements. We’re working on getting this fixed. -
