This is what I've hoped for this patch and it came true. Thankfully for those who don't like faction lock, they left you with other options.
For those asking for an Alliance Change Token, like Class Change Tokens, ZOS already stated quite directly in recent Twitch streams that they will not be adding either, both because of technical difficulties to do so but also because they aren't interested in seeing such a thing added.
You know what they could do? Make all characters neutral (as in no alliance) and remove the option to select an alliance on the character creation menu. At this point, after the One Tamriel update, your characters alliance means nothing outside of Cryodil, even battlegrounds put members of a different alliance together.
Instead, you can leave the alliance selection at the campaign menu. When you choose to enter a campaign, you are prompted with choosing an alliance to fight for (account wide). Once an alliance is chosen you can only fight for that alliance and you (and all characters on your account) are bound to that alliance for the duration of the longest campaign you (or any of your characters) are a part of.
That would be a nice solution but I don't think it works for ESO because it would result in problems for the questline. I would like to have a solution like a quest for example [Quest: The Traitor] in which you could change your faction. If they want to make money with our problems they can make it a quest you get through the crown shop.

This change is here to stop the abusers of the current system, blame them not the developer for trying to stop abusers...

This change makes half of my chars useless. If you want to implement a change like that @zenimax please give us an Alliance Change Token for an affordable price. I don't see a reason why this is nessecary.

This might spread some population but I cant play with friends if there are no enemies. On shor there are only a few or no enemies at all, it makes no sense to go there even to play with friends.

Explain why with like 15 available character slots you can’t make more characters on the same Alliance. Explain why you can’t just play in one of the Campaigns that isn’t Faction locked with some of your characters.
You guys don’t want anything that upsets your routine changed yet everyone complains about how lopsided and imbalanced the three Alliances usually are. Well it’s because of the lack of a faction lock and the issue started when they got rid of it the first time.

This might spread some population but I cant play with friends if there are no enemies. On shor there are only a few or no enemies at all, it makes no sense to go there even to play with friends.
Well now it will not be empty.
This is a server specific thing anyway because the server I play on Shor isn't empty.

Most people don't just jump to the "winning" side because winning is meaningless if you aren't in the leaderboards. And if you are jumping factions, you are never going to be in the leaderboards long enough to matter.
Some people have already built up all 15 of their characters under the current rule set that allows faction changing during a campaign. Meaning some have potentially 5 characters set up per alliance. So either they have to delete characters they may have had for years to start over or they can never PVP with those characters.
The non faction locked option is a 7 day campaign. I would think that current PVP campaign options would indicate that 7 day campaigns are not played in. Why,? The rewards are awful and the campaign length is far too short to be meaningful. And then the other non faction lock option is the Imperial City, which isn't even the same PVP as Cyrodil. So anyone saying just play there is already proving themselves to be unreliable.
From everything I have seen in game, and in the forums, the complaints are all coming from pro-faction lockers who refuse to play in the populated campaigns. Instead, these players play in Shor or Sotha where the campaign is rarely if ever pop-locked (Xbox NA for example). While Vivec is usually pop-locked and "switching to the winning side" just isn't effective.
So... you are wrong on all points.

Actually it isn't. Campaigns were never hard locked, you could always be group queued to another campaign to play with your friends
