Orbs cooldown after player resurrection?

Have a simple question about orb cooldown after you resurrect a player.
The situation: player X take orb and.... die from oneshot whatever... Now i res him and being as a good healer
i throw one orb at him right after resurrection for sustain.
The problem is that most of the time players don't take orb. And question is - orb cooldown continue even after death->res ?
