Subjective opinions aside on whether or not it should be, you most likely will not see any changes, as significant changes such as that made to items sold AFTER the fact would not be reacted to well.
I imagine there would be LOTS of people who would be really upset, people who opted not to buy one specifically because it wasn't a real mount, who would feel quite cheated that it's instantly switched up on them now that it's out of reach.
You never want to establish an aura of uncertainty among buyers of whether or not things will be switched up on them.
It's a stick mount. There's no way that you would be able to "ride" it and go as fast as a horse. Though I would like to have the run and sprint speeds be as fast as my character normally runs/sprints. Maybe they are and it just seems slow because it's much slower than a normal, upgraded mount.
It does benefit from the stamina and capacity upgrades, though, so it's still a mount, it just doesn't benefit from the speed, which seems right to me considering it's just your character running with a toy mount.
Do you... realize that it IS a mount, right? It just goes slower so there actually is no point in not making it a mount as it is ment to be.

Unless it's a visual bug or other unintended impairment issue, items in the Crown Store aren't changed after their release.
The novelty sticks were sold exactly as their name implies. Fun, cheap items that use your mount slot but function a lot more like a personality. They were never intended to be competitive transportation, and were advertised and priced as such.

Which circles right back around to the original point of my post. Changing features on an intended item AFTER it's now out of reach would be a bit of a slap in the face to those who chose not to buy it specifically due to the fact it wasn't intended to have those features.
I agree with you, but it would be easy to carve a workable exception: if they brought them back for the original prices and a lengthy duration in the Crown Store.
Not, "hey, we've changed them, here's 24 hours for you to grab them up," but rather "hey, we've changed them, here's 14 days to grab them up."

YES! They are not real mounts, they are toys, so... people should be able to "ride" them wherever!...let me ride it in places where you can't normally if it's not considered a real mount

I believe... a donkey would be the traditional option for that, add some bells and whistles (literally in some cases), and smile at all the proud knights riding their strusty steeds!
