I really do not think that's the Entire map. Probably just the starting area for the expansion. For example in Auridon you start on a small island.

This is the map they were bouncing around on the stream to show off Elsweyr (this being how I got the screenshot), so definitely not a tutorial zone unless the tutorial takes place in the zone proper. Note that we've got a World Boss icon at the top and what looks like the Trial at the bottom.

Or maybe, just maybe, ZOS finally decided to make fewer wayshrines so we could actually travel more (I always felt that TES series were games of lore and travel, and fast travel made it worse experience for me in general). Though, I would really appreciate if we could be more free to travel without impediments of different landscape features. Summerset required more wayshrines, because it had even more convoluted layout than this one. Plus, Altmers should be more technologically advanced than Khajiits and have more time and resources to build more wayshrines

It's a dev map, what you see in the screenshot isn't a finished product. Rich said it will be a similar size to Summerset.

Also, that area only shows one public dungeon (there are usually 2 in a Chapter zone) and one delve (there are typically several more than that).
So definitely wait until PTS. It's only a couple weeks away.
1. it is obvious that not all of the locations are discovered
2. They are trying a different format for the year; Northern Elsweyr will be released this June and Southern Elsweyr will be released in the final quarter of the year. So it is possible that the South will be just as big as the North.
