overland containers is probably the best source, delves or public dungeons.
You could also steal from containers, this give load of other stuff.

Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

Coldharbour is great for farming ingredients because it has loads of containers and they're not owned, so no pesky bounties for nicking spuds.

Betnikh island. There's a camp near the wayshrine by the graveyard that has nearly a dozen laying around. It'll respawn pretty frequently.
Taking stealth away from the Bosmer is like taking magic away from the Altmer, making Nords allergic to mead, or making Orcs pretty.

It is spelled "Taters" not "Tatters"

"Tatters" are ripped up pieces of cloth.

Example: I tore this meme to tatters, because I have no taters to eat.

    Good day.

Seems like it's the results I expected. I haven't found any dungeon or delves that gives more potatoes than any other and it sounds like this is what other players are experiencing too.

Oh boy... RNG here I come!

You won't have to rely on RNG if you can get an invite to the Army of the Pact discord. You can get all the potatoes you want there.

What alliance are you? 2 years ago there was a potato famine and I ended up farming 3 specific spots.

One is on Bleakrock Isle, one is on Betnikh and one is Auridon. Or the Auridon one was bananas...

I feel your pain. I had so much trouble finding potatoes when I first started playing that to this day I get excited when I get one, and my husband still jokes about it.

Only when I got to Stirk was I able to get enough potatoes. I even left the island and came back a few times so the potatoes would spawn for me again. Desperate times and all of that.

I have about 4000 potatoes. Same or more for just about every other provisioning ingredient.

If you have Alts, Provisioning Hirelings and Writs are a great way to build up an ingredient larder

Twice you've been told, there are many potatos in a camp on Betnikh Island.

IIRC it is east of the Grimfield wayshrine, north of the map marker for Grimfield. There's a tent, wagon, and a bunch of loose potatos on a table and on the ground.

I still have over 5K potatoes in my craft bag from years of starting... quitting... starting... quitting... starting... quitting...and on and on.

And, of course, being an inveterate collector

    I should gift some.

Honestly, how many baked potatoes does one sorcerer need!

This ^ Just rob the bank, tavern, and lil furniture shop in Hollow City without a care, log off/on and do it again every time you reload the game. You can 1 to 50 a lvl 3 character in provisioning in this same way without every touching a guild trader or merchants for recipes/ingredients.

P.S. - The tavern has potatoes sitting on the tabletops as part of the decor.

    Yup.

Spell correctly if you wish to be understood. Every computing device has built-in spelling check and dictionary, as well as access to the internet for the same. There is no excuse for misspelling for native English speakers. Further, the difference between "tatters" and "taters" is significant enough to render a completely different meaning.

Perhaps the necessity for spelling correctly is best illustrated with an example. Suppose you were set upon by a pack of rabid skeevers. Their bites are painful. Would you prefer the skeevers to 'step', 'stoop', or 'stop'?
