Queen Ayrenn (If quest incomplete: Queen Ayrenn is in the Vulkhel Guard Manor & Treasury. If quest completed: Queen Ayrenn is at Skywatch Manor in Skywatch, Auridon)
Jorunn the Skald-King (if quest completed: Right by Trolhetta Summit Wayshrine in The Rift otherwise he can be found in Eastmarch in Windhelm in a little house just to the east of the castle, It is his temporary court.)

✭Each have several places they can be, even if you have completed the quest. I can't remember the name of the place but I was the only one in the Queen's residence. What you are seeing in the picture is probably the "good" people of some guild sharing one instance.
